Independent group statements following report publication

Members of independent groups which have provided support and challenge to Operation Kenova have released statements following the publication of its interim report today (Friday, 8 March).

The Governance Board, Victim Focus Group and Independent Steering Group were set up in the early stages of Kenova to help guide the investigation and keep victims at the centre of its mission. 

Baroness Nuala O'Loan, who is part of the ISG, and former Commissioner for Victims and Survivors Judith Thompson were at the launch of the report in Belfast. 

Kenova Victim Focus Group statement:

"The Kenova Victim Focus Group (VFG) welcomes and supports the publication of the interim report.
 
"Justice takes many forms and means different things to different people. However, what was clear in this process is that the families of those who lost loved ones wanted access to the truth. Operation Kenova has sought the evidence to deliver just that, and this report is an important step in providing information to families.
 
"Through the leadership of Jon Boutcher and now Sir Ian Livingstone and their dedicated team, Kenova has implemented a victim-centred approach to the investigation. Maintaining an almost unprecedented level of engagement with victims, survivors and families,  Kenova has given a strong message that their rights, needs, and views are respected, and families have been supported and informed throughout the investigation.
 
"The VFG is integral to this victim-centred approach and to embedding openness, transparency and independence. We have engaged with families and representatives throughout and have heard from those who feel strongly that in the past the authorities have failed them. In this context, the experience of an investigation that is independent, fair and victim focused, in itself, can deliver a benefit and an acknowledgement of the harm they have suffered.
 
"The VFG consider the Kenova approach to be an exemplar from which lessons must be learned, so that the rights and needs of those who suffered bereavement and harm are met, and public confidence and trust can be built.
 
"The VFG will continue to support Kenova for as long as required to complete its undertaking to families, and we look forward to offering appropriate help and guidance in the implementation of the report’s recommendations."
 
Kenova Independent Steering Group:

"The Independent Steering Group (ISG) fully supports the findings and recommendations made within Jon Boutcher’s Interim Report.  
 
"The International ISG was established at the outset of Kenova and through diversity of expertise, knowledge and insulation from outside influences, has given unprecedented oversight and investigative direction without fear or favour. The ISG has ensured no stone was left unturned or delay unchallenged. The finding of truth has been a credit to the Kenova team.

"The loss of the opportunity for prosecutions will be felt by all, but the unvarnished truth Kenova has uncovered cannot be unwritten. History is owed these facts. We hope this truth will offer some comfort to the families who suffered without answers for so long.
"We will continue to support Kenova and Sir Iain Livingstone going forward."

Kenova Governance Board statement:

"As part of its oversight role, the Kenova Governance Board has been involved with advising Kenova in the finalisation of this interim report. While there has been robust challenges, detailed scrutiny and candid discussions, the Governance Board collectively supports its findings and recommendations.

"As a Board we will continue our role with Kenova and now Sir Iain Livingstone as long as necessary. Meanwhile, we await the organisational responses to the report findings."
